This is very true.
The thing is though, quests and whatnot that are broken are fixed by the team who develops these server files. They can be found here:
http://www.depmax64.com/forums/One of the options for purchase includes on-demand bug fixes. If you tell them something is broken, they fix it for you. This is why many of today's servers dont require extensive Dev teams. The ones that do focus on customizations and weirdo NPC's that do non-standard things.

To purchase these files is around 1k USD per physical server. I THINK they'll provide a connection-limited version for test servers as well. Various support options and upgrade packages are included and can be extended for only a few hundred dollars more. It's all pretty affordable...
