It's a level 83 skill, so you can only take it from Olympiad Manager. And it cannot be traded, so you need to take it on the char you will use it on.

I think you need min 2 month to get this book . If u cant wait that much you should donate it ( 15 euro ) .

Now , if u wanna get it from olympiad , which is the best option for me , im sure you are gonna learn your character much better .

You need to become noble and take part in Olympiad games, you need 52k olympiad tokens, 26k fame, and 12 kk adena. It might look difficult to get but its not that bad, also this skill book become much easier to get in hi5 (requested items are lower on other server, don't know how it will look here)
